In this session, the two veterans will join a conversation with Souzan Esmaili the Founder and CEO of TCAE to discuss the interface between Law Enforcement, FIUs, and the Financial Industry and focus on the following points:

How law enforcement agencies obtain intelligence and information from FIUs that will enable reporting entities and FIs to create and submit more focused STRs and SARs.
The complexity of police investigations (domestic and international) and the large volume of information and intelligence that must be obtained and analyzed before undertaking a complex money laundering investigation.
How law enforcement officers deal with financial institutions, the complexities of doing so, and the need to build and maintain relationships with the right people in order that share and obtain information

Reporting entities rarely receive feedback from police or FIUs on how, if, or when an STR/SAR has been leveraged by police during an investigation. This discussion will speak to that concern and it is intended to motivate AML Compliance professionals and stakeholders to continue to identify and report on suspected money laundering that occurs within their institutions.

Stephen Scott is a former member of the RCMP and consultant to the UNODC GPML in Southern Africa This has included in-person mentoring to law enforcement, customs, prosecutors and intelligence officers in Tanzania and online ML investigations training to countries in the Asset Recovery Inter-Agency Network of Southern Africa (ARINSA).

Stephen worked in the RCMP Calgary Integrated Proceeds of Crime AML Team, INSET and the IMET JSIU where he managed and conducted money laundering, asset forfeiture, organized crime and terrorist financing investigations for 24 years. As a member of the RCMP IPOC AML Unit Stephen served as the FINTRAC liaison, CBSA contact and the “gatekeeper” to the Alberta Justice Civil Forfeiture program. He was a designer and facilitator on the RCMP Advanced and Basic Proceeds of Crime courses, was a member of the RCMP National Expert Witness Program in money laundering and proceeds of crime, as well as a facilitator at the Canadian Police College for the National Expert Witness training and Drafting Information to Obtain Search warrants courses.

In 2019/20, Stephen Scott served on contract as a sworn member of the Royal Cayman Islands Police Service Bureau of Financial Investigations conducting international money laundering and asset forfeiture investigations.

Stephen is a licensed Private Investigator in Alberta and is currently contracted to firms that conduct, due diligence, background, OSINT and asset recovery investigations.

Dale Duchesne is a 30-year member of the Royal Canadian Mounted Police (RCMP).

Dale has worked in the financial crime area for approximately 11 years, working in Proceeds of Crime/Asset Recovery and Money Laundering. Currently Dale is serving as the NCO I/C of the Greater Toronto Area Integrated Money Laundering Investigative Team (IMLIT).

Prior to working in the financial crime area he worked in Protective Intelligence tasked with managing intelligence information related to potential threats to Internationally Protected Persons and VIPs. Dale has also worked as a National Security Investigator while assigned to the RCMP Integrated National Security Enforcement Team. He has experience working with the FBI Joint Terrorism Task Force and has liaised extensively with the Security and Intelligence community in this role. Dale also worked with the US Department of Homeland Security as a Border Integrity Investigator focusing on cross border drug trafficking and human smuggling. Prior to his work as a plainclothes investigator Dale spent 9 years as a front line uniformed police officer serving the Province of Alberta.

He currently is studying towards a PhD in Strategic Management and Leadership. His research interests are related to criminal vulnerabilities in emerging economies. He is also a Certified Anti-Money Laundering Professional.

Souzan has over 16 years of international experience in consultancy and training with a focus on Regulatory Compliance, Anti-Money Laundering, Anti-Bribery and Corruption, and RegTech. She worked for various financial institutions and consultancies in Dubai and Toronto.

In 2019, when Souzan moved to Canada, she created TCAE with a passion to help, educate and empower Compliance & AML professionals around the world. She gained her first Canadian job experience by working as a subject matter expert on the Anti Bribery & Corruption Program for Wells Fargo’s Canada and Latin America regions. In March 2020, Souzan launched The Knowledge Series where she brings international industry experts and thought leaders to share their knowledge and experience with the AML and Compliance professionals around the world. As TCAE was expanding, Souzan decided to leave Banking in 2021 and enter the entrepreneurship world.

Prior to moving to Canada in 2019, Souzan worked for various financial institutions and consultancies where she assisted her clients to understand their compliance needs, advised on meeting regulatory requirements, and managed a multitude of remediation projects. She has acted as an Authorized Individual in the capacity of Compliance Officer and MLRO for a number of firms regulated by the Dubai Financial Services Authority (DFSA).
Souzan holds an MBA from the American University of Sharjah (UAE), a Post Graduate Diploma in GRC from Manchester Business School (UK), a Certified Anti Money Launder Specialist (CAMS), a FinTech Program certificate from Oxford University, and a Chainalysis Cryptocurrency Fundamentals Certification (CCFC).
